U najnovijem va\u017enom koraku, Crna Gora i Evropska unija privremeno su zatvorile jo\u0161 pet pregovara\u010dkih poglavlja, koja obuhvataju pravo osnivanja, slobodno kretanje kapitala, kompanijsko pravo, poljoprivredu i ribarstvo.<\/p>\n<p>Sa ovim napretkom, Crna Gora je do sada zatvorila ukupno 12 pregovara\u010dkih poglavlja, \u0161to je \u010dini najnaprednijim kandidatom za \u010dlanstvo u EU. Prema navodima Evropske komisije, ukoliko se reformski proces nastavi postoje\u0107im tempom, pregovori bi mogli biti zavr\u0161eni do kraja naredne godine, \u010dime bi se otvorio put ka punopravnom \u010dlanstvu ve\u0107 2028. godine.<\/p>\n<p>Ovaj napredak nije samo simboli\u010dan. Proces pristupanja EU je strogo definisan i zasnovan na konkretnim reformama koje obuhvataju institucije, zakonodavni okvir i tr\u017ei\u0161ne prakse. Svako zatvoreno poglavlje predstavlja stvarno uskla\u0111ivanje sa standardima EU, \u0161to ima direktan zna\u010daj za investitore, poslovnu zajednicu i, posebno, za tr\u017ei\u0161te nekretnina.<\/p>\n<div contenteditable=\"false\">\n<hr \/>\n<\/div>\n<h2>Za\u0161to je EU integracija va\u017ena za tr\u017ei\u0161te nekretnina u Crnoj Gori<\/h2>\n<p>Iako se \u010desto posmatra kao politi\u010dki proces, pristupanje Evropskoj uniji ima sna\u017ean ekonomski efekat. Kada je rije\u010d o sektoru nekretnina, EU integracija donosi konkretne prednosti koje direktno uti\u010du na vrijednost imovine, sigurnost transakcija i dugoro\u010dni investicioni potencijal.<\/p>\n<h3>Ve\u0107a pravna sigurnost<\/h3>\n<p>Jedan od klju\u010dnih efekata EU integracija jeste uskla\u0111ivanje doma\u0107eg zakonodavstva sa pravnom tekovinom Evropske unije (acquis communautaire). To obuhvata imovinsko-pravne odnose, katastar i upis prava svojine, gra\u0111evinske propise, kao i mehanizme za rje\u0161avanje sporova.<\/p>\n<p>Za investitore to zna\u010di jasnija pravila, ujedna\u010deniju primjenu zakona i smanjenje pravne neizvjesnosti. Transparentan i pouzdan pravni okvir smanjuje rizike prilikom kupovine nekretnina, pojednostavljuje due diligence procese i pove\u0107ava povjerenje, naro\u010dito kod stranih kupaca.<\/p>\n<h3>Ja\u010da za\u0161tita investitora<\/h3>\n<p>Uskla\u0111ivanje kompanijskog prava i investicionih propisa sa standardima EU doprinosi vi\u0161em nivou za\u0161tite kupaca i investitora. Stro\u017ei standardi poslovanja, bolja korporativna uprava i jasnije vlasni\u010dke strukture pove\u0107avaju transparentnost tr\u017ei\u0161ta nekretnina.<\/p>\n<p>U praksi, ovo zna\u010di ve\u0107u sigurnost kod kupovine nekretnina u izgradnji, pouzdanije investitore i developere, kao i ve\u0107u odgovornost svih u\u010desnika u procesu. To doprinosi ve\u0107em obimu transakcija, boljoj likvidnosti tr\u017ei\u0161ta i rastu potra\u017enje u stambenom, poslovnom i turisti\u010dkom segmentu.<\/p>\n<h3>Dugoro\u010dna stabilnost tr\u017ei\u0161ta<\/h3>\n<p>Proces pristupanja EU podrazumijeva fiskalnu disciplinu, institucionalnu stabilnost i predvidivost ekonomskih politika. Upravo su to klju\u010dni faktori za odr\u017eiv razvoj tr\u017ei\u0161ta nekretnina.<\/p>\n<p>Iskustva zemalja koje su ranije pristupile EU pokazuju da je \u010dlanstvo \u010desto pra\u0107eno rastom stranih direktnih investicija, razvojem infrastrukture i postepenim rastom cijena nekretnina, naro\u010dito u primorskim gradovima, glavnim centrima i turisti\u010dkim destinacijama. Crna Gora, sa ograni\u010denom obalom i ve\u0107 razvijenim turisti\u010dkim sektorom, ima sna\u017ean potencijal da prati ovaj trend.<\/p>\n<div contenteditable=\"false\">\n<hr \/>\n<\/div>\n<h2>Rastu\u0107a prilika za investitore u nekretnine<\/h2>\n<p>Kako se Crna Gora pribli\u017eava \u010dlanstvu u Evropskoj uniji, interesovanje me\u0111unarodnih investitora za doma\u0107e tr\u017ei\u0161te nekretnina kontinuirano raste. Investitore privla\u010de konkurentne cijene u pore\u0111enju sa razvijenim EU tr\u017ei\u0161tima, povoljan poreski okvir, strate\u0161ka lokacija i kvalitetan mediteranski stil \u017eivota.<\/p>\n<p>Najve\u0107a potra\u017enja i dalje je usmjerena ka stambenim nekretninama u primorskim gradovima poput Budve, Kotora, Tivta i Herceg Novog. Istovremeno, sve vi\u0161e pa\u017enje privla\u010de poslovne nekretnine, hotelski projekti i mje\u0161oviti kompleksi, naro\u010dito u kontekstu rasta turizma i unapre\u0111enja infrastrukture.<\/p>\n<p>Va\u017eno je ista\u0107i da se Crna Gora trenutno nalazi u predpristupnoj fazi \u2014 periodu koji se u praksi \u010desto pokazuje kao najpovoljniji za ulaganja.
